In practice, this means your GS statement needs to connect three things clearly: why this specific course, how it builds on your academic and work background, and what it enables you to do afterward — in Australia temporarily via post-study work rights, or back in Pakistan.
Visa officers are explicitly instructed to consider circumstances in your home country, so acknowledging Pakistan's job market realistically, rather than avoiding the topic, tends to read as more genuine than a statement that only talks about Australia.
